Some are restricted to your own turn, while others can be played to disrupt your opponents' gameplans
This makes sense: each additional color gives you an additional way to advance your gameplan and interact with the board

Since we need to discard to get our stuff working from our Commander's self-exile, most of my card draw is red's discard to draw which is called "rummaging." The two cost discards two, and draws three on the second turn, so you can make sure that happens, and don't sleep on the life gain either here
Youre more likely to see a value hold on, say, Eternal Witness (which can port into most green decks) than a high-powered green commander (which can only really be used as the commander in one specific deck)
Tutors like Demonic Tutor and Imperial Seal that can be cast for only 1 mana and search for any card can give you flexibility to pull whatever you need for that specific game
