If we assume a Rapunzel to be $150-200 and it costs you 20 tickets to get one (a Cinderella is 18 tickets and is $125-160 so the math is similar, just harder to see the numbers) a ticket is worth essentially $7.50 to $10
If none of the Illusion characters are turning up, Magical Maneuvers can do their work of returning to hand
However if you read that piece of rules text again and discover that the limit on cards you can draw is not just on how many creatures you hit with, but potentially more in a dedicated counters deck, that things start to look a bit better
But that's not what makes this card magical
